Following the removal of the price cap scheme and the implementation of new tax regulations, Hidroelectrica has officially announced that it has started the process of issuing bills to customers. The changes affect both the price of energy and the application of an increased VAT rate, and consumers are advised to carefully review the documents received.
The billing process will last until September 19
The company stated that the issuance of bills is taking place progressively, from September 12 to 19, to allow for the validation of multiple data sets and the transmission of documents based on the communication method selected by each customer. “We inform you that the billing process has begun and will take place from September 12 to 19,” Hidroelectrica communicated through a message on its official Facebook page.
Lower prices than competitors, but production challenges
Hidroelectrica continues to be one of the most attractive options for residential consumers due to a price per kWh that is even 20% lower than other suppliers. After the removal of price caps, the company attracted over 45,700 new customers just in August. However, the year 2025 brings a major challenge: prolonged drought is causing hydro energy production to fall below demand levels, forcing the company to balance sales with its own production.
New details in Hidroelectrica bills
Among the main changes in the bills sent to customers are:
* Starting July 1, 2025, the price of electricity is no longer capped, being set according to the contract and current legislation.
* Bills issued from August 2025 include VAT at the standard rate of 21%.
* The documents contain a new barcode, useful for bill payments at post offices for consumers in energy vulnerability situations, according to Emergency Ordinance no. 35/2025.
* The final billed price varies between 1.05 and 1.15 lei/kWh, depending on the distribution operator for each consumption location.
Hidroelectrica representatives recommend customers to check the details of each bill to identify the exact price applied, as the average value displayed on the first page is for informational purposes only and may be influenced by adjustments from previous consumption.
Investments and Hidroelectrica’s market position
In addition to its supply activities, the company announced the awarding of the contract for the modernization of the Stejaru hydropower plant. The project is valued at 97.48 million euros, excluding VAT, and involves the modernization of four hydro aggregates over a period of 66 months. The work is being carried out by Hidroserv SA, with the support of several subcontractors.
In the competitive market, Hidroelectrica ranks second in energy supply, after PPC Energie. Almost 90% of the quantities delivered to customers in May came from the competitive segment.
The largest energy producer in Romania
Hidroelectrica, controlled by the Romanian state, is the main producer of electricity in the country. Its entry into the residential customer segment occurred in 2022, amid the explosive rise in energy prices caused by the war in Ukraine.
Despite production difficulties caused by drought, the company remains one of the most stable and sought-after options for Romanians looking for lower bills and a reliable supplier.
